AARO Membership Advocacy Instructions - Save Your Vote! … Again!
Here we go again... Remember the Safeguard American Voter Eligibility (SAVE) Act (H.R. 22 / S. 128)?
The SAVE Act would require you to show “documentary proof” of U.S. citizenship in person to an election official in order to register to vote. It passed the House, but is stalled in the Senate.
The SAVE Act failed in Congress thanks to widespread public opposition and strong advocacy. President Trump then tried to enact its “show-your-papers” requirement by Executive Order, only to be blocked in court. Now, the SAVE Act’s proponents are trying to quietly impose this unpopular policy through the rule-making process of a federal agency, the Election Assistance Commission.
There’s a new effort underway to impose a “show-your-papers” requirement on American voters.
The America First Legal Foundation, founded by Stephen Miller, White House Deputy Chief of Staff, has submitted a request that the Election Assistance Commission (EAC) require Americans to show a passport or other citizenship document when registering to vote using the federal form. The EAC has decided to receive public comment on this petition with comments due on October 20, 2025.
The EAC is an independent bipartisan federal agency created in 2002 whose mission is to help election officials improve the administration of elections and help Americans participate in the voting process. It is the only federal agency solely focused on election administration.
It’s time to fight back once more!
Please help us advocate against this request by submitting a comment opposing this attack on the freedom to vote. It takes only a couple of minutes to make your voice heard.
Making your comment is easy!
- First, prepare your text. You may use this text as a model:
I’m an American citizen living abroad in [continent or country] who votes in [county, state]. Forcing me to send my passport information halfway across the world just to register to vote would put my private information at risk and add delays that would block me from voting. Overseas Americans already have many barriers to voting without this. Requiring Americans to show a passport or other citizenship document when registering to vote doesn’t solve the problem and will result in significant voter disenfranchisement for overseas voters like me. Please don’t do this!
Personalize the template as you wish. But don’t include any personally identifiable information.
- Then, click here to get to the government website.
- Cut and paste your prepared text onto the website and follow the website’s simple instructions.
Elect whether you are an individual (in which case you will enter your contact information) or anonymous.

The EAC is receiving comments until October 20th.
