Here We Go Again ... The SAVE Act is Gaining Steam

It's Time Again to Stop it!

Published: January 27, 2026

The Safeguard American Voter Eligibility (SAVE) Act (H.R. 22 / S. 128), described as a narrow bill mandating proof of citizenship for voter registration, would in fact exclude millions of eligible Americans from registering and voting. This Act would require all applicants registering to vote in Federal elections to present “documentary proof” of U.S. citizenship in person to an election official prior to the registration deadline.

The SAVE Act would be devastating to the overseas vote; we would no longer be able to register to vote on-line or by mail.

The SAVE Act was passed by the House on April 10, 2025. The Senate companion bill has been languishing without action but, recently, AARO has seen renewed interest in the SAVE Act:

  • Sixteen Senators have co-sponsored the Act since the beginning of 2026. As of January 29, 2026, the Act now has 46 co-sponsors.Look here to see if your Senator is a co-sponsor.
  • Recently, Tea Party Patriots Action put out a call to its members to pressure the remaining Republican Senators who have not yet cosponsored the SAVE Act.
  • Republican leadership in the House is pushing a "turbocharged" version called SAVE Act Plus, which would enhance the original bill by adding photo ID requirements for registration and voting.
  • Senate Majority Leader John Thune (R. SD), who is not yet a co-sponsor, publicly said the SAVE Act was in the process of being amended and once it is introduced, he will schedule the SAVE Act Plus for a vote.

It is time again for AARO members to remind their Senators not to support the SAVE Act.

Contact your Senators in one easy email!

First, prepare your text.

You may use the below text as a model, modifying it to personalize it. Make sure that all the language in YELLOW and the brackets are deleted.

I’m an American citizen living abroad in [continent or country] who votes in [county, state]. [Add any personal or voting information that would attract the attention of your Senator.]

The SAVE Act (S. 128) would eliminate mail-in and on-line registration by requiring all applicants registering to vote in Federal elections to present documentary proof of U.S. citizenship in person to an election official.

The SAVE Act would disenfranchise me as well as millions of other civilian and military overseas Americans.

[If your Senator has not co-sponsored the Act] I am writing to ask you not to co-sponsor the SAVE Act and vote “no” if it is brought to a vote.

[If your Senator has co-sponsored the Act] I am writing to ask you to withdraw your support for the SAVE Act and to vote “no” if it is brought to a vote.

Sincerely,
[YOUR NAME]
