Many Americans resident overseas do not have US bank accounts. As a result, many recipients of stimulus checks distributed to non-residents under last year’s CARES Act found them difficult to negotiate. We are concerned that similar problems will arise with the more recent rounds of stimulus checks. Distribution of the funds by pre-paid debit cards, 4 million of which were distributed to US residents last year, would offer many people a more convenient way of accessing the stimulus funds since the debit cards can be used worldwide. AARO President William Jordan has written to the Treasury’s Bureau of Fiscal Service requesting that overseas recipients of checks be offered the option of exchanging their checks for the pre-paid cards.
